With reference to my despatch Fo. 3131 of December
22nd, 1927, regarding an mileged agreement between the

Advisory Committee, I anxious, before that time, te
regulate with the French Government not only the question
of the leakage from Indo-China of Indian opium supplied
to the Indo-Chinese do vernment for use in Indo-China, bit
alms that of the illisit traffic from Xwang-Chow-Wan to
Hengkong. It is, incident ally, remarkable that the
Anual Report of the French Government to the League of
Batiens for 1926 contains ne reference to Kwang- Qhow- Van,
although some particulars of the opium supplied to the
Leased Territory by the Government of Indo-ihina have
been given in at least one previous report.
